The Client
A global not-for-profit organization that delivers its mission through a nationwide network of chapters. To operate at that scale, responsibilities are divided across three organizational tiers: states at the top, regions within them (sometimes overlapping two states), and local chapters on the ground.
The Challenge: One Platform, Hundreds of Owners
Scale created a governance problem that most marketing platforms aren't designed to solve out of the box.
A complex hierarchy. State → region → local chapter, with regions that can span multiple states — a structure that doesn't map neatly to standard permission models.
Tiered responsibilities. Every level needed to manage its own work and oversee every level below it, with changes cascading down the chain.
Governance risk. Without strict access structures, users could see objects, data, and content beyond their remit.
Field burden. Local chapter teams — typically the people in the field — were losing hours on manual, day-to-day email tasks.
The organization needed a way to give every tier exactly the right level of control, without slowing anyone down. That's where Celerity came in.

Celerity approached the engagement in four moves:
1. Map. Working side by side with the client, Celerity mapped out every possible level of the chapter hierarchy and the access each one required.
2. Design. From that map, Celerity designed a tiered role-and-rights model with a simple rule at its core: every level manages itself and everything below it, with permissions granted by the level above.
3. Build. The model was implemented across the entire Adobe Campaign environment — from the user interface down to the data structure — so users only ever see the objects their place in the hierarchy allows.
4. Empower. Because local chapter users are the team in the field, Celerity built a custom dashboard with simplified drag-and-drop features. Field teams can now send emails using approved content provided by their region — fast, compliant, and without touching the platform's complexity.
